Since 2023, ILO, BRAC, and UNDP, under the leadership of the Department of Youth Development (DYD), have been implementing a skills and livelihood project titled "Leaving No One Behind: Improving Skills and Economic Opportunities for Bangladeshi Community and Rohingya Women and Youth in Cox's Bazar (ISEC)" with the financial support of Global Affairs Canada.The project aims to empower the “not in education, employment or training (NEET)” youth, women, and other vulnerable groups in the Cox's Bazar district through gender-sensitive, market-relevant skills and entrepreneurship development linked to employment creation and self-employment opportunities in emerging economic sectors. The Project is being implemented to increase skills and employment opportunities among the local (host) communities of Cox's Bazar district. ISEC has adopted leaving-no-one-behind approach, with a particular focus on women, youth and persons with disability who face significant challenges in obtaining employment and developing skills. Under thisProject, BRAC has brought together its expertise and experiences in strengthening the economic empowerment and participation of adolescents, youth, women, and persons with disabilities through enhancing skills, livelihood, entrepreneurship, and employment opportunities in the host community of Cox's Bazar.

The project is near with in 23 km from Srimangal railway station and only 55 kilometers away from Osmani International Airport. The distance between the uncultivated land and Tamabil Land Port is only 100 kilometers through the direct entrance on the river Kushiara. The project's location is very attractive for investments. It is situated within 7 kilometers of Dhaka-Sylhet 4-lane highway on the bank of river Bijana with suitable uncultivated land near the center. The proposed project has 3000 bighas of uncultivated land. The project is situated near the Bibiyana Gas Field which will reduce the fuel expenses for the industrial factories and Summit Power, in private endeavor, has built a 400-megawatt power plant which is already supplying electricity to the Sylhet area. Thus, the area is amply suitable for the economic zone.
